The stoppage of the advance of the Ottoman Turks at the gates of Vienna during the period of Sultan Suleiman and the defeat in the Battle of Lepanto during the period of Selim II showed that extensive advances in Europe had stopped, so the Ottoman authorities decided to consolidate diplomatic relations with some European countries during the reign of Murad III which Special attention was paid to England as a growing nation. Simultaneous with the reign of Murad III, in England, Elizabeth I paid special attention to the Eastern countries such as Safavid Persia, Russia, and the Ottoman Empire and Among these powers, the Ottoman Empire had a special position and the first efforts were made to establish political relations with this empire. This article, using a descriptive-analytical method and using library sources, seeks to investigate the internal and external goals that the Ottoman Empire and England pursued during the early period of relations, especially how European issues and internal developments of these countries were effective on the formation of these relations. The importance of this research is that it examines the formation of relations between one of the last and largest Islamic empires, the Ottoman Empire with England which later played a significant role in the developments of the Islamic world. The findings of the research indicate that the Ottoman Empire saw England as a means to achieve its political goals, such as increasing religious conflicts in Europe, destroying the union of Christian states, an ally against Hapsburg Spain and providing materials needed by the imperial military industries. On the other hand, the English court considered the Ottomans to be the only superpower capable of confronting Spain, and also, by opening relations with the Ottomans, the English business associations could supply English goods in the vast territory of the empire and have access to the trade routes of the East, such as the Silk Road.
