The Organization of Islamic Cooperation is the only governmental international organization which includes all the Islamic countries as its member. Uncoordinated countries with different historical, political and cultural experience have formed this organization, and Islam as the common religion, is the only bound among them. It was formed as a reaction to Al-Aqsa mosque fire in 1969 and also in order to guide the Islamic countries’ efforts in international affairs, especially on Palestine’s issue. However, they were unable to reach their goals. Its political, economic and cultural aspects were not taken into consideration highly, so the question is: Why after four decades this organization is unable to achieve its goals (Question). In primary studies, its inability was attributed to numerous foreign factors (Hypothesis). The present paper is trying to illustrate the reasons of its failure, and implicitly explaining the ways in achieving its goals (Purpose). A descriptive and analytical method was applied in the present paper (Methodology). Inability to resolve its basic issue (Palestine) is the main reason of failure of this organization (Finding).
