This research aims to find an answer to the question of how Maududi evaluates the role of Islamic government in the establishment and reliability of Islamic civilization and what indicators he proposes for the realization of Islamic civilization from the path of Islamic government (problem). For the realization of Islamic civilization, Islamic government is necessary, although it is not sufficient on its own (default). In Maududi's thought, the Islamic government plays an important role in the emergence of Islamic civilization from the path of the Islamic intellectual and cultural revolution. Based on the findings of the research, the Islamic system created the Islamic revolution by creating the six indicators of monotheistic governance, responsible religious society, democratic system, Islamic lifestyle, unity and peaceful coexistence of people and human rights. and the Islamic revolution in its evolutionary process brings Islamic civilization to the fore, in the light of which people experience life with peace, comfort, goodness, blessing, wisdom and wisdom (findings).
From Maududi's point of view, what is meant by Islamic government is a government that accepts the comprehensive authority of Islam and is accountable to it. Therefore, a group of decent, knowledgeable, religious and revolutionary people is needed to form an Islamic government with their uprising; A government that is the right of the people and without their consent lacks legitimacy. The most important mission of the Islamic government is the realization of the Islamic revolution, as a form of socialization, which results in the development of religious culture and knowledge through the implementation of the Sharia law and the rules of religion.
