Abstract
This study seeks to answer the question of how Maududi assessed the role of the Islamic government in the emergence and sustainability of Islamic civilization and what indicators he proposed for achieving Islamic civilization through governance (Issue). While Islamic government is necessary for the realization of Islamic civilization, it alone is not sufficient (Premise). Using a descriptive-analytical method, this research is based on Maududi’s works and related studies (Method). According to Maududi, the Islamic government plays a crucial role in the emergence of Islamic civilization through an Islamic intellectual and cultural revolution. The findings indicate that the Islamic system, by establishing five key indicators—Tawhīd-based governance, a responsible religious society, a democratic system, unity and peaceful coexistence among people, and human rights—initiates the Islamic revolution. This revolution, in its evolutionary process, brings Islamic civilization to fruition, providing individuals with a life characterized by peace, comfort, welfare, prosperity, knowledge, and rationality (Findings). From Maududi’s perspective, the purpose of Islamic governance is to uphold comprehensive religious authority and remain accountable to it. Therefore, a group of morally upright, aware, religiously knowledgeable, and revolutionary individuals is necessary to establish an Islamic government, which is a right of the people and lacks legitimacy without their consent. The most important mission of the Islamic government is the realization of the Islamic revolution as a form of societal construction, where the implementation of Sharia and religious ordinances fosters the growth of religious culture and knowledge.
